1941 is latest.Also you cant update this without genuine ODIS online account.Navigation will not load.
It will need Predictive Route FSC which only DISS can generate after the SVM has been documented online.I had the same problem and car is still 3 months without navigation as there is some error on VW backend.

maybe thats what is the issue now, the nav does not give accurate gps position.

GPS signal is via OCU,and they are known to be problematic.
Search there.
MIB just stored Nav data but is not responsible for GPS.
