Does anyone know how to enable programming on online ISTA Passthru via ENET?
Does it needs to be via ICOM?

ENET is NOT passthru. So you can't. ISTA needs to be patched for programming via ENET.

Thank you for this, I will give it a go. 
Just a bit of background on this problem. 
On ISTA Passthru there is connection configuration option as ICOM/ENET but when you use ENET cable then you can talk to the car and even create measure plan but you cannot execute it so I thought if there is something I was missing or BMW is not allowing programming via ENET cable in general, I know it was possible by changing settings in ISTA.exe.config but now it seems that application is not using those settings.

Thats right. This setting in ISTAGUI.config was made from me only to activate my patch.

Hey Sedoy, Aren't you going to patch Native online ISTA to have "MATCH HWID WITH SVT ACTUAL" button someday)), this particular thing drains me if the car is modified, and i have to execute the measure plan to overcome my problem.

I mean sometimes ista complain about hwel sub versions, which prevent us from doing some tasks needed with the test plan
