Car is a Canadian car (2016 f82, had a factory installed id4 evo and an ATM unit, and has a paid connected service subscription). Used a bought code with feature installer, as all FSC were messed up I am getting an error in the ATM unit. Error is 03178A, the connected service all seem to work except for the bmw customer service assist (did not try SOS button or roadside assistance). Steps I’ve done so far:

- physically installed ID6 HU/controller/screen from a 2019 4series car
- used esys to change VIN of the HU to installed car VIN
- used bimmerutility to inject CAFDs into the HU and controller
- used esys VO coded the HU/controller with my VO with a changed timecriteria to 0718
- used bought code with the feature installer

Figured it out, that code means network cannot be connected. That code basically means your car SIM is roaming and roaming is not allowed, if your car is in another country other then where it was sold then you need to contact BMW CD and get them to change the market on their system or else the voice part of the ATM will not connect if roaming, all the other functions of connected drive will however work.
