It is strange some people do the update on windows 10 and dont need a new license and other doe the same update on the same windows 10 and they need a new license?
my 2 laptops running on windows 11 pro needed a new license after the update.
Very strange ,but there is no problem if you are not a new member and have enough reputations then you can just ask for a new license and Sedoy will provide them for youy.

Most the older hardware will required firmware update for 22H2, that why required new license.

Thats is not correct waht you are saying,when i updated both my laptop to windows 11 22H2 i never had to do a firmware upgrade.
