Your first mistake was reading in 8bit, and if you overwrote the original it is now corrupted.

All dashes must be read as 16 bit.

It is blinking because the mileage is not just in the first two lines, it is the first 17 Words, and the following 17 Words have to be adjusted accordingly.  FF for odd numbers and 00 for even numbers.

This should fix your problem.
