The software you are editing contains 2 sets of calibrations. But in the file you posted there is only 1 set. And in this set the DPF is already turned off. To turn off the particulate filter you need to write a full flash.

To solve your problem you need to use either BDM or software that can write Full Flash via CAN (for example PCM Flasher)

The full flash firmware contains 2 sets of error classes, 2 sets of flags responsible for the configuration, and most likely you simply did not read or write the second set
